Privacy Policy

At Robbins Parking (“Robbins Parking”, “we”, “our”, or “us”), we are committed to protecting your personal information and ensuring compliance with the Personal Information Protection Act (PIPA) of British Columbia. This Privacy Policy explains how we collect, use, disclose, and safeguard personal information throughout our operations.

Commitment to Privacy and Security

Robbins Parking maintains robust administrative and system-level security controls to ensure the confidentiality and integrity of your personal information. Protecting your information is one of our highest priorities.

Our internal access to personal data is strictly limited to authorized personnel only. Even senior leadership, including the President, does not have unrestricted access to personal information. All staff with access to data are trained and operate in full compliance with this policy and applicable privacy legislation.

Monthly Parking Agreements

Personal information collected for the administration of monthly parking agreements is used solely for managing and servicing those accounts. We do not use this information for any other purpose without your consent.

Registered Owner Information

In cases involving unpaid parking violations, Robbins Parking may obtain Registered Owner Information through vehicle license plate searches. This information, which may include the name and address of the vehicle’s registered owner(s), is collected solely for the purpose of enforcing outstanding parking fees. It is used only as outlined in this policy.

Parking Lot Use

By parking in any lot managed by Robbins Parking, individuals provide implied consent to the collection, use, and disclosure of their personal information (such as license plate numbers or vehicle details) for enforcement and administrative purposes, as outlined in the posted signage and on-site terms and conditions. Failure to comply with lot regulations may result in a Payment Notice being issued. Personal information collected in these circumstances is handled in accordance with this Privacy Policy and applicable privacy laws

Credit Card Information

When paying at our parking meters, only essential credit card details (card number and expiry date) are collected. All payment data is fully encrypted and is never visible to Robbins Parking employees at any time.

License Plate Information

The Automatic License Plate Recognition System (ALPR) utilizes a vehicle with an on-board computer and rooftop-mounted cameras to scan and photograph license plates in a geographic area. A photograph is taken when a license plate is detected, and the license plate photo is converted into data format. This data is cross-referenced with permit-holder data (license plate number/province, permit number, timestamp data) that has been securely uploaded to the on-board computer (laptop) from the existing T2 database housed at Robbins. The T2 Security Centre (housed at Robbins with the T2 database) will then query the T2 Pay-by-License-Plate database in Burnaby as a final check to determine if the suspected vehicle has purchased parking in the last few moments. Permit-holder information is periodically updated throughout the day via the same secure connection, encrypted, to ensure permit-holder information on the laptop remains current. All data and photos on the laptop are automatically deleted at the end of the day via the vendor’s proprietary process, when the data is downloaded to the Genetec Security Centre. The data in the Security Centre will be immediately deleted as it is not needed.

Permit-holder information is periodically updated throughout the day via the same secure connection, encrypted, to ensure permit-holder information on the laptop remains current. All data and photos on the laptop are automatically deleted at the end of the day via the vendor’s proprietary process.

Legal Disclosure

We may disclose personal information when required or permitted by law, including:

  • To comply with a subpoena, warrant, or court order.
  • To government authorities or other entities asserting lawful authority.
  • Where we believe the information may assist in the investigation of unlawful activity.
  • To our legal counsel for purposes related to compliance or legal proceedings.

Proof of Entitlement

To prove that we are entitled to collect information on a vehicle, we must be able to produce a record of a parking violation.

Website Use

Our website allows users to view parking rates and locations and to pay outstanding violations. All personal and payment information provided online is used exclusively for its intended purpose. Credit card numbers are encrypted immediately upon processing and cannot be reused.

Use of Third-Party Service Providers

Robbins Parking does not sell or trade personal information to third parties. However, we may share limited information with authorized third-party service providers, such as collection agencies, for the purpose of recovering unpaid accounts. These third parties are subject to the same or greater legal privacy obligations as Robbins Parking.

Authorized Disclosure

Personal information may be disclosed only to the following parties, where applicable and appropriate:

  • The registered owner, upon valid proof of identity.
  • Canada Post, for mailing collection notices.
  • Legal counsel, for communication or legal action.
  • Collection agencies acting on behalf of Robbins Parking.
  • External auditors, as required by law or regulatory authorities.

Protection of Information

How does Robbins Protect My Information?

The security of your personal information is a high priority for Robbins.  We maintain extremely high safeguards and current security standards to protect our customers’ your personal information, whether recorded on paper or captured electronically, against unauthorized access, disclosure, or misuse.

Although we cannot take responsibility for any theft, misuse, unauthorized disclosure, loss, alteration, or destruction of data by a third party, we take reasonable precautions to prevent such occurrences.

Accuracy of Registered Owner Information

If you believe your personal information is inaccurate or outdated, you may contact us to verify or correct it. In cases involving Registered Owner Information, you may be directed to update your details with the appropriate provincial licensing body.

You also have the right to:

  • Request access to your personal data.
  • Know how it has been used.
  • Know to whom it has been disclosed.
  • Request corrections or deletions (subject to legal exceptions).

Requests must be submitted in writing and may be subject to reasonable administrative fees.

Please note: Information related to unpaid accounts may not be altered if doing so would impact our ability to collect a valid debt.

Retention of Personal Information

Personal information is retained only for as long as necessary to fulfill the purposes outlined in this policy, including the collection of unpaid fees and compliance with PIPA. Once the required retention period has elapsed and the account is closed, the information is securely deleted or destroyed.

Breach Notification

In the event of a security breach involving personal information, we will take steps to contain the breach, assess the risk of harm, and notify affected individuals where appropriate.

Privacy Policy Changes

This Privacy Policy may be updated periodically to reflect changes in our services, legal obligations, or privacy practices. When changes are made, the “Last Updated” date at the top of this policy will be revised accordingly. We encourage you to review this policy regularly.
